Nice work thusfar, but I think your approach isn't good here. First of all, the name is too vague for a howto like this, and no one is going to have any idea what you're going to say. I think you should separate this into multiple howtos. First of all, getting gentoo installed could be under an Inspiron 9100 (or whatever you said you have, I can't remember) specific page to discuss the quirks of how you installed. However, a lot of what you mention in this howto is already well documented on this wiki. For example, there's a unicode howto you could link to. I think you could eliminate a lot of redundancy by using other howtos, and I think you need to make things a little less general. "Perfection" means different things to different people.

I realise that there is much duplication, but the intention was to have it all in one place.
In general the HOWTO etc. are way to specific or overly complicated to cater for all the variables (the power management guide is a good example (all that banging on about APM ;).
There is also a general lack of overviews, i.e. how all the bits fit together. This is what I was hoping to detail by putting everything, including quirks and general steps taken.
Will definately attempt to clean it up and streamline it though, maybe change the title to something more specific.
